Otto III was Emperor of the Holy Roman Empire and is described as very pious, almost sanctimonious. The fact that he simultaneously used the church for power politics by appointing a confidant as pope twice paints the picture of a ruler who cared about both his own spiritual salvation and his empire.
Our motif shows Otto accepting the homage of his empire with all the insignia of an emperor.
